Colonel William Hersh is the Army National Guard Senior Policy Advisor to the Chairman of the Reserve Forces Policy Board (RFPB) in the Office of the Secretary of Defense, Washington DC. He also serves as the principal policy analyst for the Board’s Homeland Subcommittee.

Colonel Hersh is an infantry officer who has primarily served at the National Guard Bureau in areas of Financial Management and Legislative Affairs. Prior to his current duties, he was the Comptroller for the Army National Guard. He has also served at the Office of the Secretary of Defense, Cost Assessment & Program Evaluation and the Assistant Secretary of the Army, Financial Management & Comptroller. Additionally, he served as a Legislative Liaison with the National Guard Bureau Office of Legislative Liaison.

Colonel Hersh graduated from Lehigh University in 1990 with a Bachelor of Science Degree in Business & Economics. He also holds a Master of Business Administration from Troy University. Colonel Hersh's military education includes the Armor Officer Basic and Infantry Advanced Courses, the Army Logistics Management College, the Planning, Programming, Budgeting & Execution System Resource Management Budget Course, the Combined Arms Staff Service School and the Command and General Staff Officer College. Colonel Hersh is a graduate of the Army War College National Security Fellows Program at Harvard University's John F. Kennedy School of Government. He is also a graduate of the MIT Seminar XXI National Security Studies Program.
