Colonel Timothy J. Lynch
Colonel Timothy J. Lynch is the Chief of Staff for the Reserve Forces Policy Board (RFPB) in the Office of the Secretary of Defense, Washington DC. He previously served as the US Army Reserve Senior Policy Advisor to the Chairman, principal policy analyst for the Board’s Operational Reserve Subcommittee, and policy analyst for the Board’s SECDEF Strategic Question Task Group. He has served for more than twenty six years in the Army including numerous senior-level staff positions involved in strategy, plans, policy, and resourcing.
Colonel Lynch is a graduate of The Citadel in Charleston, South Carolina where he was commissioned as an Infantry Officer. His first assignment was with the 2nd Battalion 5th Cavalry Regiment, 1st Cavalry Division at Ft Hood, Texas where he served from 1990-1994 (including Operations DESERT SHIELD/STORM and Operation INTRINSIC ACTION) as an Anti-Armor Platoon Leader, Rifle Platoon Leader, Rifle Company Executive Officer, Headquarters Company Executive Officer, and Battalion Supply Officer. In 1994, Colonel Lynch left Active Duty and moved to Dallas, Texas. He served as an Army Reserve Dual Status Military Technician as a Staff Operations and Training Specialist from 1994-1998. Concurrently, he held Troop Program Unit billets as Training and Operations Officer, Headquarters and Headquarters Company Commander, and Logistics Support Battalion S2/3 with the 3rd Brigade, 75th Division.
Colonel Lynch reentered active duty with the Army Reserve Active Guard Reserve (AGR) program with an assignment to the Office of the Chief Army Reserve Program Analysis and Evaluation Division. Other assignments include: Military Assistant for Resources to the Assistant Secretary of the Army (Manpower & Reserve Affairs); Plans Officer for the US Forces Korea Support Unit at Fort Shafter, Hawaii; Executive Officer and Chief of Integration in the Army Reserve G-5; Strategic Planner on The Joint Staff, Office of the Assistants to the CJCS for National Guard and Reserve Matters; Branch Chief for Force Planning, in the HQDA G-3/5/7 War Plans Division; Lead Action Officer for Iraqi Ministry of Interior Advise, Train, Assist, and Equip initiatives within the Action Group of the USF-I Deputy Commanding General (Advising and Training); and CENTCOM Desk Officer, in the HQDA G-3/5/7 War Plans Division.
Colonel Lynch is a graduate of the Infantry Officer Basic Course, the Ordnance Officer Advanced Course, the Command and General Staff Officer’s Course, and the Army War College. He has a Bachelor’s Degree in Political Science from The Citadel, a Master’s Degree in Management from The University of Phoenix, and a Master’s Degree in Strategic Studies from the US Army War College.
Colonel Lynch’s personal awards include the Defense Superior Service Medal, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Achievement Medal, Southwest Asian Service Medal, Iraq Campaign Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal, Government of Saudi Arabia - Kuwait Liberation Medal, Government of Kuwait - Kuwait Liberation Medal, Combat Infantryman Badge, Basic Parachutist Badge, Ranger Tab, Army Staff Identification Badge, Joint Chiefs of Staff Identification Badge, and the Secretary of Defense Staff Identification Badge.
Chief of Staff
